Head of Commissioning

Luqman has over 13 year’s experience working with children in care, primarily gained working in residential care provisions. His areas of responsibility include marketing, management of referrals, frameworks and tenders as well as developing relationships with local authority partners.

Louisa Iqbal

Head of Service – Fostering

Louisa, a qualified social worker of 18 years, has extensive experience in the child and family sector which includes children with disabilities; safeguarding in education; residential childcare; child protection; and vulnerable adults.

Jo Craig

Head of HR

Jo has over 20 years of HR experience with 11 of these at a Senior level. She is an accomplished HR professional with extensive experience strengthening HR teams within a variety of environments. Jo has demonstrable success in the development and implementation of HR strategy aligned with organisational objectives, culture and change management and has provided strategic leadership and effective operational management.

Katie Sammonds

Finance Director

Katie is one of the co-founders of Care 4 Children and has worked in the health and social care sector at senior financial level for over 7 years. She has a broad range of experience across financial reporting, commercial analysis and corporate finance transactions.

Kate Reeves

Head of Service Education

Since qualifying as a teacher in 2000, Kate has worked within the independent and the maintained sector in several roles, including Head Teacher and Regional Director. For the past twelve years, Kate has worked in SEN settings focusing on SEMH, ASC, and CSE. Kate has a proven record of driving rapid school improvement, achieving and maintaining Good and Outstanding Ofsted gradings.

Sheraz Rattoo

Head of Property

Sheraz is responsible for developing and maintaining the company’s property portfolio to provide high quality homes for the children in our care, as well as our fleet services. He is also the health and safety advisor for the business.

Lolly Rascagneres

Director of QA & Compliance

Lolly has over 24 years, of experience in the health and social care sector, in several senior management roles including managing residential services as a Director of a voluntary organisation. One of Lolly’s many strengths is her strategic knowledge of the complexities of working with different organisations, service users and working in multi-disciplinary teams. Lolly also has in-depth knowledge and experience of the regulations, compliance, quality assurance and governance.

Beth Davies

Head of Service Residential

Beth has over twenty years’ experience across the prison service and secure juvenile estate and residential trauma services from a clinical and operational remit. Beth has held the position of RI and specifically managed services for both sexual exploitation and trafficking and complex trauma services for over five years.

Ali Sarwar

Head of Service Residential

Ali is a qualified children’s health and social care expert who has worked in residential children’s care, including young offenders, for over 16 years. Currently head of service with Care 4 Children, Ali oversees a number of our residential children’s homes.

Dr Kirsty Smedley

Head of Clinical

Kirsty is a Consultant Clinical Psychologist with over twenty years’ experience working with young people with complex mental health presentations and adverse childhood experiences. She has worked in a variety of settings including; a medium-secure forensic adolescent service, an adolescent psychiatric intensive care unit, a young offender institution and with looked after children in the community.
